There are some differences...as well as similarities.
Computer speakers:
-Usually active or powered - has an internal amp built into itself... whether it be in the subwoofer or in one of the speakers.
-Connects to a computer more easily, but with the new home theatre speakers and their amps, this is arguable.
-Usually designed as close-field monitor style
-Usually smaller in size - meaning there are no floor standing-tower computer speakers.
Home theatre speakers:
-Lots more different designs: Tower-floor standers, multi speaker enclosures, etc
-Usually not active ---so they are passive units which needs an amp to power them
-Usually, whole system is designed to fill the whole room with sound
-Usually larger than computer speakers
Which one is better? - the answer is depends on your budget and use.

I want to find some speakers to upgrade from my shitty tv speakers and i've been looking at speakers and sound bars also cheap home theater systems. I don't know a lot about speakers and i found these on ebay for about 70$ new. Could you tell me if they will sound god or bad.

They might sound OK depends on how particular you are...but Piezo tweeters usually sound shrill, those speakers are made for large public areas where there is quite a bit of background noise to cut through and they have handles for moving from one place to the next on a moments notice for $300 dollars you could get speakers that are made for and sound better in a home theater, take a look at Fluance speakers, they actually get good ratings for sound quality especially at that price level also BIC speakers of America a really top quality speaker would be Energy speakers....the Energy CB 20 and the whole CB line is really a good speaker and can be bought for less that $350 a pair many places on line....also take a look at Energy Take speakers for smaller rooms and receivers by Pionner Onkyo Denon.....if you want something really inexpensive but still sounds marginally good take a look at the Dayton B-652 this may be the one for you.....
